can I run the red+ and black- from the plate frame to the green and white wire that power one of the licence plate lights and if so which of the green and white are positive and negative? thanks for any help!
White wire with a black stripe is almost always negative for Toyotas. The green wire is likely positive.
If the lighted license plate frame uses regular bulbs, polarity doesn't matter, it will still light up. If it uses LEDs and it doesn't light up, simply reverse the connections. In this case, you can't hurt anything by simply trying it.
