Sounds like we have a new project coming up!

HTM 5spd, vent shades, mud guards, LED b/u lites, steelies w/ chrome lug nuts & chromed dust caps, beauty rings, TRD black grille, Oznium vert.vent lites, HID's, black vinyl head light eye lids, sun shade,side glass tint, variable delay wiper switch,all weather front mats, rear spoiler, front running lights LEDs w/ dual color, electronic flasher, LED turn-stop-tail rear lights, LED glove box light,footwell lights,cup holder lights, amber fog lights,Bazooka sub,front black matt bumper cover.

How much modification would it take to get the tC or other toyota/Lexus/Scion seats to work? & would they be strong enough in a crash if they've been modified?

All depends on what needs to happen to get it to fit. If the seat rails are the same width, you could just swap rails. If not, you would need to fab brackets. Then the strength all comes down to what design materials you use. If in doubt, find a shop that does this stuff.

Well, right now I have a choice, toyota alarm system or new seats. They both are around $400.

I believe someone on here got the alarm system for around $200 and it's super easy to install.

How easy is easy? I like working on cars, but I don't know everything. & I have found the toyota alarm for around $215.

If you get it from trdsparks they usually have installation instructions. Most of the time it's the same instructions the Toyota techs use.
