What is a decent Cold Air Intake for my 2010 Xb? I hear that it isn't necessary to buy a $300 intake like Injen or K&N. I also see people using $60 intakes and sound pretty good swell.

Complete air intake systems will definitely provide a better performance increase.
The most powerful intake Injen® - SP Series produces up to +14HP. Intake tube relocates the filter closer to a fresh air source - that's the main advantage. On the other hand you can get a performance filter for $60 and attach it to a stock tube, but it wouldn't give a good increase. It should be something like +1-3HP

You can check Air intakes and performance filters for your 2010 Xb on our website: 2010 Scion xB Cold Air Intakes at CARiD.com
We already requested DYNO diagram for the tuned 14+ intake from Injen. By the way it's non-road legal, so it seems to be a real number.

If you're looking for something more affordable - K&N or AFE filter will do the job. The difference is not that big but comparison tests showed that AFE Pro Guard 7 Air Filter provides the best performance and filtration even after numerous cleanings.
You can check performance filters over here: Universal Air Filters

No you can either attach that filter to the aftermarket intake tube, or simply connect it to your stock tube. In both cases make sure to measure the diameter of the tube and get matching size filter.

Not sure about legality of such custom intake system...you may have problems passing vehicle inspection. On the other hand most of complete air intakes come with EQ label which shows that they're street legal.
We found an affordable alternative to AFE filter! HPS Silicone Hoses® - Short Ram Air Intake with K&N filter and Heat Shield is a really cool option because it combines an inexpensive tubing designed for an Xb and genuine K&N filter already fitted - so you don't have to measure anything - just bolt it on.
