How to access Passenger side seat belt mechanism?

I got the cover off without breaking it! Just gently pulled on it and off it came. Nothing wrong with the retract mechanism, probably just a dirty belt.

Belt pulsates when it is extending as if the spool is bent. Still doesn't retract properly. Any ideas other than a new $200 mechanism??:frown:
