Before I would have bought the car, I would have insisted that the dealer supply the key and the manuals. I would have walked away from the deal if they said they couldn't do it. To me that's like buying the car and only having three wheels and the dealer saying you have to buy the fourth. If they want to sell the car they will supply the key and the manuals also.
