The typical header "cel eliminator" is really just an extension of the lower/second O2 sensor, thus reducing the registered flow. Thereby, it reads the same as it would with the first cat in place. The length needs to be precise to be an accurate sensing, tricking the ECU to operate normally and flowing/breathing better.

That won't affect anything else.

The best way to get to the rearward bolts is to remove the cowl.
