so I put my Halos in a few weeks ago, and this past weekend is was raining a lot and the headlights got moisture inside them and fogged up. How do I fix this? Is this a normal thing with these lights? its kinda bumming me out.

It"s just one of those thing that happen. The non factory headlights are not sealed that well from what I gather.

Based on what I've read . . .
Before installing a set of aftermarket headlamps, I'd add a seal around the outside join with some sort of sealant (or clear RTV). That would be just an "extra" thing.

I suggest to take out both headlight assemblies, and put silicone around the areas where the two different pieces of plastic meet. I had this experience with my old car. I installed HID on this car, but lost the covers the go behind the bulbs. Now, every time it rains, and gets really cold, my headlight assemblies would fog.
