What is the trick to getting the top bolt off the shock?

use an impact wrench, it will spin faster than the center.

if you don't have that available then you'll need a hex key/allen wrench and an adjustable. Put the hex key in the hole to hold the shock in place, then use the adjustable on the bolt.

Its a pain in the ***, but Ive done it.

I have the impact wrench, I will try it again today. I am trying to put the 98 sienna shocks in the rear. drop it about an inch more in the rear.

you need special bushings, stock bushings don't fit.
