Resurface rotors with pad change?

Is it necessary to resurface the rotors every time you change the brake pads? I read somewhere in the Haynes Manual that you are not supposed to resurface the rotor, because it will loose it's ability to wick-out heat. Is this true? Thanks!

When you resurface the rotors you are removing metal which makes the rotor thinner. This thinner rotor will heat up faster and may cause the rotor to warp. I just replace the rotor and pads everytime I do a brake job. Don't want to replace the rotor later after a hard stop because it couldn't handle the heat.
